ready作表語，其后的不定式可以是普通不定式，也可以是懸空不定式。

We are ready to have a try. to have a try 為普通不定式，即句子主語為其邏輯主語, 及物的to have后接賓語。

Thetea is ready to drink. to drink為懸空不定式。即句子主語為to drink邏輯上的賓語，to drink這個及物動詞的賓語缺失，這種不定式就叫做懸空不定式（hollow infinitive).

你的句子中的ready后接懸空不定式，to take的邏輯賓語就是句子的主語 budgets，此時to take的賓語不再出現, 留出一個空缺。
